James Franckiewicz has thirty years of professional experience with twenty of those years working overseas with USAID. Franckiewicz worked in supervisory positions for more than twelve years, and headed the Office of Infrastructure at USAID in Kabul with a $1.4 billion portfolio in energy and roads and an additional $400 million in supplemental funding for strategic provincial roads. During his tenure, USAID led national planning efforts for water, maintenance, sustainability and training. Planning for all these activities on a national scale carried enormous responsibility with far-reaching implications for both USAID and the country of Afghanistan.

Franckiewicz also managed a challenging portfolio in Jordan for five years that involved issues vital to key U.S. government strategic interests. By his final year in Jordan, the water resources and environment portfolio was comprised of eight construction projects ($420 million) and 23 technical assistance projects ($50 million). During his tenure at USAID, he has spent four years at the helm of the 14 member donor subgroup on water that was organized under the UN's auspices.
