Dr. Abram Shulsky
Special Assistant to the Under Secretary of Defense for Policy

Abram N. Shulsky currently serves as Special Assistant to the Under Secretary of Defense for Policy. He was formerly a consultant on national security affairs to the RAND Corporation and the Office of Net Assessment in the Office of the Secretary of Defense (OSD). In the past, he has served in government as the Director of Strategic Arms Control Policy in OSD, acting Representative of the Secretary of Defense to the Nuclear and Space Talks (Defense and Space Group) with the former Soviet Union, Minority Staff Director of the Senate Select Committee on Intelligence, legislative assistant to Senator Daniel Patrick Moynihan with respect to intelligence issues, and a member of the policy planning staff in the Office of the Under Secretary of Defense for Policy. He was a political analyst at the Center for Naval Analyses and has taught political science at the University of Chicago, Cornell University, Boston College, the School for Advanced International Studies (Johns Hopkins), and the Catholic University of America.

Dr. Shulsky is the author of Silent Warfare: Understanding the World of Intelligence. With Gary J. Schmitt, he is the author of “The Future of U.S. Intelligence,” a report prepared for the Washington-based Working Group on Intelligence Reform. His articles on intelligence and arms control have appeared in a number of journals, including The National Interest, The Washington Quarterly, Comparative Strategy, and Houston Journal of International Law. His publications on China include Deterrence Theory and Chinese Behavior and, with Mark Burles, a study of Chinese strategic culture entitled, Patterns in China's Use of Force: Evidence from History and Doctrinal Writings. With Francis Fukuyama, he has written a study on some implications of organizational theory for defense, The 'Virtual Corporation' and Army Organization.

Dr. Shulsky received his undergraduate education at Cornell University, majoring in mathematics, and did his graduate work at the University of Chicago, where he earned his M.A. and Ph.D. degrees in political science.
